I am 80% sure this is it, but I can see where more tweaks can be done to improve this. I moved the purplish bird up, and that area needs to be fine tuned, but I'm pretty sure this layout is damn close. (Of course some of the NOs could trade places and I am not convinced about the exclamation points on either side of NUNCA...

OK, another subtle tweak, and I'll let you all figure out what it is.

Next up: fill in the empty spaces with background fabrics.
